Fluor Corporation has officially elected retired U.S. Navy Admiral James F. Caldwell Jr. to the board of directors. From August 4, 2026, this important appointment increases the size of Fluor’s board of directors to 11 members in total.
In addition, all 10 of these respected individuals continue to be independent.
Additionally, Caldwell will actively serve on both the Audit and Governance Committees for the governance body. Consequently, the arrival of Caldwell strengthens the overall strategic oversight of the company’s board of directors.

Extensive Defense and Enterprise Leadership Experience
Meanwhile, Caldwell retired from the U.S. Navy in January 2024 after 43 years of service. From 2015 to 2024, he directed the prestigious Naval Nuclear Propulsion Program. In this role, he safely managed nuclear-powered submarine and aircraft carrier fleets. Under his direction, the naval program safely logged over 15 million miles on nuclear power. Moreover, his team oversaw more than 800 reactor-years of safe operations worldwide.
Earlier, Caldwell served as Naval Inspector General between 2013 and 2015. Throughout his career, he commanded major units like Submarine Group 9 and Pacific Fleet Submarine Force. In addition, he was involved in international agreements, which include the important AUKUS submarine framework deals. His experience in defense governance greatly contributes to the board of directors at Fluor.

Currently, Caldwell serves as President, COO, and Vice Chairman at Orion Nuclear Energy Corporation. Furthermore, he brings executive insight from existing roles on another corporate board of directors, including Entergy Corporation.
