Infotech today announced the appointment of Shelly Nooner as company president. In her newly expanded role, Nooner will direct revenue, technology, product development, and program delivery teams. Furthermore, she will align these critical corporate functions to drive continuous business expansion. She will also guide ongoing efforts to deliver advanced solutions for transportation agencies and industry partners. Importantly, Nooner will simultaneously maintain her existing responsibilities as chief product officer at Infotech.
“The reality is that Shelly has been a driving force behind Infotech’s growth strategy since she joined the company two years ago, and this promotion is essentially just formalizing the role she has already been playing within the company and is long overdue,” said Dave Muscatel, senior operating partner at Diversis Capital. “Shelly has done an amazing job earning the trust and respect of our customers, partners and employees through her leadership and compelling vision for the future of transportation technology. We have tremendous confidence that she is the right person to ensure that Infotech continues to innovate to meet the needs of its customers and the market.”
Longstanding Expertise in Enterprise Software and Infrastructure
Nooner brings nearly three decades of enterprise software and transportation technology experience to her position. Over her career, she has collaborated with transportation agencies, industry organizations, and tech providers across the country.
Since joining Infotech in January 2025 as chief product officer, Nooner has guided corporate technology investments. Additionally, she has steered overall product strategy for the organization. She continually identifies new opportunities to integrate infrastructure planning, procurement, construction, and delivery workflows.
As president, Nooner plans to strengthen industry relationships while advancing overall product innovation. Ultimately, her focus remains centered on accelerating long-term growth across all operational divisions at Infotech.
“I’m honored to continue leading Infotech into its next chapter of growth and innovation,” said Nooner. “With an extraordinary team and trusted industry partnerships, we have an incredible opportunity to shape the future of transportation infrastructure. Our success isn’t simply measured by what we build, but by the outcomes we deliver for the agencies, contractors, and communities that depend on us.”
