Modivcare has appointed Marshalina “Marsha” Ramos, DNP, RN, as Chief Executive Officer of its Personal Care Services business. The appointment takes effect immediately. Modivcare provides non-emergency medical transportation (NEMT), personal care services (PCS), and monitoring solutions. With this appointment, Ramos will lead the company’s national PCS portfolio. Ramos brings more than 30 years of home care leadership experience to Modivcare. Her background includes clinical, operational, and executive leadership positions.

Most recently, Ramos founded and led Visionary Group, LLC as its Chief Executive Officer. The advisory firm serves home care and hospice organizations. Previously, Ramos served as President and Chief Operating Officer of Premier Home Health Care Services, Inc. The multi-state provider operates across several home care markets. She also held multiple senior positions at VNS Health. The organization ranks among the nation’s largest providers of in-home care. Ramos will now join Modivcare’s executive leadership team. She will oversee the company’s national Personal Care Services operations.

Ramos Brings Extensive Home Care Leadership

At Premier Home Health Care Services, Ramos managed several critical areas of the business. Her responsibilities covered home care, care management, and consumer-directed programs. She oversaw these programs across seven states and 27 offices. During her tenure, she also stabilized important referral relationships. In addition, Ramos helped increase the organization’s census. She also guided the company through its transition to a new electronic medical record platform.

Her leadership experience also includes 26 years at VNS Health. The organization was formerly known as the Visiting Nurse Service of New York. VNS Health operates as one of the nation’s largest nonprofit home- and community-based care organizations. Ramos advanced through several positions during her long tenure. She began her career at VNS Health in clinical intake. Eventually, she became Vice President of Operations.

In that position, Ramos managed certified home care services across the organization’s regional offices. Her experience therefore spans clinical care, operations, and executive management. Leslie Norwalk, Chair of the Modivcare Board of Managers, highlighted Ramos’ leadership record. She also pointed to her experience managing complex home care environments.

“Marsha is a proven home care operator who has successfully led at every level of the business,” said Leslie Norwalk, Chair of the Modivcare Board of Managers. “She has built and stabilized multi-state home care operations, navigated complex regulatory and managed care environments, and earned the loyalty of the teams she has led. With Marsha’s addition to the Modivcare team, each of our businesses is now led by a seasoned executive with deep industry expertise and a strong understanding of the markets they serve.”

Ramos Sets Priorities for Modivcare PCS

Ramos said she plans to begin her new role by listening to key stakeholders. Her approach will focus on caregivers, branch teams, clients, payors, and agencies. She also emphasized the importance of supporting professionals who deliver care in home settings. According to Ramos, strong home care depends heavily on dedicated teams.

“I am honored to join Modivcare and to lead Modivcare’s extraordinary team of caregivers and home care professionals who make it possible for people to receive care at home,” said Ramos. “I have spent my career in home care, and I know this work depends on the people who show up every day for clients and their families. My first priority is to listen: to our caregivers, our branch teams, our clients, and the payors and agencies we serve. Together, we will build on what works and strengthen this business for the people who depend on it.”

Ramos brings formal nursing expertise to her new leadership position. She is a registered nurse with advanced academic qualifications. She holds a Doctor of Nursing Practice and a Master of Science in Nursing. Her professional involvement also extends to industry and nursing organizations. Ramos serves on the Boards of the Home Care & Hospice Association of New Jersey. She also serves on the Board of the New Jersey Collaborating Center for Nursing.

She is based in New Jersey. Her appointment strengthens Modivcare’s leadership team with extensive experience across home care and community-based services. The move also places an experienced home care executive at the helm of Modivcare Personal Care Services. Ramos will focus on building on existing strengths while supporting the people who depend on these services.
