David L. King, Primoris’ Chairman of the Board commented, “We are excited to welcome Jim and Oscar to the Primoris Board of Directors. Decades of Proven Industry and Energy Experience

Mr. Greer brings over 40 years of specialized experience in energy delivery markets. He previously built an impressive career at Oncor Electric Delivery Company LLC. Greer served as Executive Vice President and Chief Operating Officer until his retirement in 2025.

Before that executive role, he served as Senior Vice President of Asset Management and Engineering starting in October 2007. He directed strategic plans for optimizing electric delivery systems. Furthermore, his long career at Oncor began back in 1984. Throughout his tenure, he led critical engineering, operations, and governmental relations divisions. Therefore, his operational expertise provides key insights to the Board of Directors.

Meanwhile, Mr. Brown offers more than 25 years of technical energy industry leadership. He currently leads Western Midstream Partners, LP as President and Chief Executive Officer. He assumed this executive position in October 2024.

Additionally, Brown has served on the Western Midstream Board of Directors since August 2019. He chaired their Sustainability Committee from February 2021 through October 2024.

In addition, both leaders now join the board of directors of Primoris to oversee the critical infrastructure operations. The experience of both leaders together would help in overseeing the crucial expansion programs of the company.
